Tennessee Valley Authority - Allen Combined Cycle Plant (TVA-ACC)
Tennessee Valley Authority – Allen Combined Cycle Plant (TVA-ACC) has applied to the Shelby County Health Department, Pollution Control Section, to construct the following project at their facility (Permit No. 01280-03PC) [Allen Combustion Turbine Project] – This project is subject to PSD requirements and consists of the construction of six (6) natural gas-fired aeroderivative simple-cycle combustion turbines and two (2) black-start emergency diesel engines. In addition to this construction project, TVA-ACC has demolished sixteen (16) existing combustion turbines and their two (2) associated black-start engines. Additionally, the facility is proposing demolition of two additional combustion turbines and taking limitations on the two remaining combustion turbines in order to reduce their hazardous air pollutant (HAP) emissions to below the major source level and become an area source for HAPs.
This facility is subject to the provisions of the City of Memphis Code Section 16-77 [Reference Rules and Regulations of Tennessee, Rule 1200-3-9-.02 (11)] (frequently referred to as the Title V regulations). A Title V operating permit as required by the Federal Clean Air Act and the City of Memphis Code, will be required after construction and commissioning of the new equipment is completed. The TVA-ACC facility is located at 2480 Hennington Avenue, Memphis, Tennessee. Operations at this facility consist of a gas fired combustion turbine power plant.
The newly constructed units have a potential to emit (PTE) of 24.5 tons of particulate matter (PM), 34.0 tons of particulate matter less than 10 microns/2.5 microns in size (PM10/PM2.5), 2.1 tons of sulfur dioxide (SO2), 11 tons of volatile organic compounds (VOCs), 56 tons of carbon monoxide (CO), 46.8 tons of nitrogen oxides (NOx), and less than 10 tons of any single HAP or less than 25 tons of combined HAPs. The facility will also become subject to 40 CFR Part 60, Subpart TTTTa (Standards of Performance for Greenhouse Gas Emissions for Modified Coal-Fired Steam Electric Generating Units and New Construction and Reconstruction Stationary Combustion Turbine Electric Generating Units).
