The Valero Refining Company - Tennessee, LLC (Valero)
The Valero Refining Company – Tennessee, LLC (Valero) has applied to the Shelby County Health Department, Pollution Control Section, to modify Title V major source Operating Permit No. 00101-01TV. This facility is subject to the provisions of City of Memphis Code Section 16-77 [Reference Rules and Regulations of Tennessee, Rule 1200-3-9-.02 (11)] (frequently referred to as the Title V regulations). A Title V operating permit is required by the Federal Clean Air Act and the City of Memphis Code. Valero is located at 2385 Riverport Road, Memphis, Tennessee. Operations at this facility consist of the refining of petroleum products.
This modification is to establish Startup, Shutdown and Hot Standby (S/S/HS) limits for Carbon Monoxide (CO) emissions from the facility’s Fluidized Catalytic Cracking Unit (FCCU). The Memphis Refinery is requesting to incorporate the provisions of §63.1565(a)(5) as an alternative Best Available Control Technology (BACT) limit during periods of S/S/HS. The proposed CO BACT is an FCCU short-term flue gas emission limit consistent with the S/S/HS limit allowable under the NESHAP regulations, which are already applicable to the facility.
The facility also seeks to clarify the averaging period for the 0.050 percent by volume CO emission limit contained in City of Memphis Code Section 16-78 [Reference Rules and Regulations of Tennessee, Rule 1200-3-07-.12] as a 1-hr averaging period.
